The goal of the Victor Valley Long Distance Commuter Needs Study is to provide a comprehensive assessment of long-range commuter transit needs for residents living in the Victor Valley and to develop strategies to meet those needs. This project is being sponsored by San Bernardino Associated Governments (SANBAG) and has been guided by a steering committee consisting of the four member cities in the Victor Valley (Victorville, Adelanto, Hesperia and Apple Valley), as well as representatives from the Victor Valley Transit Authority (VVTA) and San Bernardino County. At the completion of this project, a series of recommendations will be made to SANBAG to implement the strategies that best meet the needs of Victor Valley commuters.

There are three technical memorandums that have been completed to date:

  • Demographic / Travel Demand Overview and Preliminary Demand Estimates. This first report provides a demographic overview of the Victor Valley as well as an assessment of existing transit services and travel trends in the Victor Valley. The product of this first technical memorandum provides initial estimate of commuter demands that are later refined in the project. > Download this report (PDF 3.8 MB)
  • Stakeholder Interviews & Household Survey Report. This report includes key themes heard during a number of stakeholder interviews, as well as feedback from Employee Transportation Coordinators that are members of the Inland Empire Transportation Services (ITS) group. The report also provides an analysis of a random household survey of Victor Valley residents that was conducted with a focus on workers that commute outside of the Victor Valley for their jobs. > Download this report (PDF 2.0 MB)
  • Service Alternatives Analysis. This report refines the demand estimates developed in Technical Memorandum #1 and then identifies a number of commute alternatives that can meet the demand. The commute alternatives are evaluated based on their ability to have the greatest benefit to Victor Valley commuters, then grouped into potential implementation packages. > Download this report (PDF 300 KB)
